Appearance
Ruka was AMAB and has an extremely feminine appearance, which causes her to receive a lot of attention) from men (even Daru was attracted to Ruka's appearance at one point). She is very slim, and has thin arms and a lanky body.
Personality
Ruka is very sensitive and emotional. Even simple, sudden responses from Rintaro can cause Her to cry or tremble. She likes to wear girly clothing, which caused Kurisu to assume She was a Cis girl when the two met in Rintaro's lab. Rintaro describes Her as "More girly than any girl, more feminine than any female." in the game.
Ruka harbors deep feelings for Rintaro ever since their first encounter in Akihabara. However, Ruka felt that Her feelings were taboo and kept them hidden. Later in the story, as Rintaro attempts to save Mayuri by reversing the effects of the previously sent D-mails, the Cisgender Ruka tearfully agreed to allow her D-mail to be undone under the condition of Rintaro taking her out on a date. The date played out awkwardly, since Rintaro was unable to be himself around her. He later visited her at the shrine and apologized for botching the date, and the two embraced. Luka said she would still love him even if she was no longer a Cisgender woman.
Gender
While she is referred to as a boy by the characters in the show as well as several official websites generally use male pronouns for her, she does mention several times that she wishes to have been "born a girl", and that she is serious about it, and that she wishes "the things you can see would match the things you, well, can't." While she does not correct the other characters about referring to herself as a boy, this could be explained by her notable shyness and difficulty asserting herself.
Sexuality
Ruka is as far as we are aware, a heterosexual as she only has expressed feelings towards Rintaro who himself is a man.

Relationships
Rintaro Okabe
Although never having a real relationship with him, Ruka does go out on a date with Rintaro Okabe as part of her deal with him to help save Mayuri Shiina. She admits to having a crush on him in every timeline but is unable to persue anything due to Rintaro's views on her sexuality and identity.
