In the past, Harley Quinn has dated The Joker, and is now dating her best friend, Poison Ivy. She was canonically in love with the Joker and is now canonically in love with Ivy, so she is generally therefore viewed as bisexual.

Relationships[]
Poison Ivy[]
In this particular series, Harley and Ivy met when Harley came to work as a psychologist/therapist in Arkham. Harley was kind to Ivy, giving her a gift of a plant. Ivy inititally rebuffed her, but later saved her life, saying that she'd never been given a gift before. Ivy even surrendered and allowed herself to be re-arrested so Harley wouldn't be killed. Harley later became Ivy's therapist, and they continued to be best friends she became Harley Quinn.
Ivy helped Harley get out of her toxic relationship with the Joker, and they continued to work closely together.
There were many hints of attraction between the two, including a moment when Ivy landed on top of Harley during a fight, and they froze, staring at each other. The TV network broadcasting the fight picked up on this and the tickertape read 'kiss ya? Ive Harley even known ya.'
This was the first confirmed suggestion of something else going on between them, but there were many other hints, such as Ivy calling Harley 'babe' and them complimenting each other even in dangerous situations, as well as being incredibly tactile, barely having any interactions where they didn't lay their hands on each other's shoulders. Ivy's biggest fear was also revealed to be being ditched by Harley, and Harley was the one who was most heartbroken when Ivy temporarily died, despite Ivy's then boyfriend also being present. They were also shown, multiple times, to be willing to die to save each other.
In Season 2, Episode 7, Harley and Ivy escaped from prison together. Harley tried to sacrifice herself to let Ivy go, but Ivy caught her moments before she would have plunged into fire. When they were free from the pit, they held on to each other, before staring into each other's eyes and suddenly kissing each other. They pulled back, seemingly horrified.
Harley realised her feelings for Ivy at that point, but Ivy was still in denial, and they both pretended it meant nothing. Harley went around kissing people at random, including King Shark, Dr Psycho and Batgirl, in order to prove that she was just 'impetuous' and kissed people for no reason. She also gathered an army of demons to take over the world in order to prove to Ivy, who was engaged, that she too had stuff going on in her life. Ivy managed to dissuade her from doing this, asking her what she wanted. It was heavily implied that Harley decided what she wanted was, in fact, Ivy.
In an effort to prove to Ivy that she was totally cool with her wedding, Harley threw her an elaborate bachelorette getaway, but Harley and Ivy ended up getting drunk and hooking up. Ivy freaked out, but Harley managed to convince her to come out and party again, whereupon they promptly repeated the 'mistake'. Afterwards, Harley told Ivy she loved her, and asked her to consider being with her. Ivy considered it, but told Harley that she didn't trust her with her heart, and that she was marrying Kite Man.
Heartbroken, Harley threw herself into new tasks, but was so cut up over Ivy that she even vented to an amnesiac version of Joker about it.
Dr Psycho mind-controlled Ivy to kill Harley, knowing that they were best friends, and also 'lovers', and wanting to make it more dramatic/poetic. During the fight, Harley decided to try 'true love's kiss' in order to free Ivy. Although it didn't work in the intended way, it distracted Dr Psycho, allowing Harley to free Ivy. Harley then tried to ask Ivy to be with her again, but Kite Man woke up, and Dr Psycho beamed a memory of Harley and Ivy hooking up out over the city, causing various reactions from their acquaintances, and upsetting Kite Man.
When Ivy and Kite Man decided to go ahead with their wedding, Harley went, in order to stop a plot by the police to arrest all the supervillains in attendance. Ivy initially kicked Harley out of her wedding after she saw her knocking people out, but Harley didn't leave, and was later shown to be telling the truth.
Harley loved Ivy enough that she even offered to conduct the wedding herself in order to make Ivy happy, but Kite Man refused, saying that he wasn't the person for Ivy.
Harley reassured Ivy that he would come around, but Ivy responded "I won't", going on to talk about how she'd been 'denying parts of herself' and admiring how much Harley had changed, and was still trying to work on herself. Harley then confessed her love for Ivy again, and this time Ivy responded that she loved her too. The season closed with them kissing and then driving off in the wedding car, pursued by dozens of cops.
Going into Season 3, the pair are in a committed relationship, with Harley being so enthusiastic that she has bought Ivy a present for each new day of them being together. They travelled around the world on a trip Harley dubs the "eat, bang, kill tour", before returning to Gotham after Harley persuaded Ivy to go through with her old plan to terraform the city.
Although they ran up against several conflicts and differences across the following episodes, they have so far worked through all of these issues together. In Episode 3, Harley described Ivy as the "love of her life", and stated that being with her was the "real award" (as opposed to the award for Best Couple that they won the same day). In Episode 4, they fought after Ivy accidentally revealed that she had previously hooked up with Catwoman, but the fight ended when Ivy told Harley that she'd just been too embarrassed to tell her because at the time, she wanted more when Catwoman didn't. Ivy then told Harley that it wasn't a real relationship, and that she knows that because when she and Harley got together, she knew she'd finally found what she'd been pining for so long, finishing by telling Harley that Catwoman didn't mean a thing to her, but that Harley means everything.
Joker[]
In this show, Harley met the Joker when she was asked to work with him in Arkham in order to discover the location of a bomb he had planted. Although they initially fought, they ended up dating, although the Joker was continuously abusive and toxic to Harley, putting her in danger in order to save himself.
Ivy tried to get Harley out of her toxic relationship with him, and Harley eventually ended things after he chose to save Batman rather than herself in what was actually an elaborate plan of Ivy's to convince Harley to leave him. She took some time to get over him, even agreeing to a 'business meeting' with him which turned into a date. However, after he pushed her out of a helicopter in order to make his getaway, she realised how truly toxic the relationship had been and left him for good.
After he (temporarily) killed Ivy, Harley took him down and believed him dead, but it turned out he had simply lost his memories and was living as a normal man. She even vented to his amnesiac version about her love for Ivy, but eventually pushed him into acid in order to restore his former self, because only the true Joker knew the location of a book in which the members of the Justice League were trapped.
He can be considered as her main enemy, although things appeared to be slightly better between them after they briefly worked together and Harley had fallen in love with Ivy instead of him, whilst he loved the girlfriend he had been with whilst his memories were gone.
Frankie Muniz[]
When Ivy and Harley's crew had to go inside her mind to fix her, they met an eleven-year-old Frankie Muniz, who Harley explained was her former crush. As her 'truest love' (at that point in time) he was able to help save Harley, although when they were both young he did not return her affection, as Harley seems to have stalked and kidnapped him in order to try and win his love, earning a restraining order for her efforts.

In the comic tie in’s, Harley and Ivy meet Vixen’s girlfriend Elle, who they along with Vixen have a foursome with.
